The University of Oulu International Scholarship is now accepting applications for the 2025-2026 academic year. This esteemed scholarship offers financial assistance to academically outstanding international students aiming to pursue Bachelor’s or Master’s degrees at the University of Oulu in Finland.
Open Exchange Programs and Student Exchange Programs are also available to provide global learning opportunities.

Eligibility Requirements
General Eligibility:
- To be eligible for the University of Oulu International Scholarship, applicants must:
- Meet the admission requirements for their chosen program at the University of Oulu.
- Be required to pay international tuition fees.
Note that the scholarship is awarded only once per student.
Citizenship-Based Eligibility:
EU/EEA Citizens & Swiss Nationals: Students from EU/EEA countries or Switzerland are exempt from tuition fees and do not need scholarships.
Non-EU/EEA Citizens: Students from non-EU/EEA countries are required to pay tuition fees unless they qualify for one of the following exceptions:
- Enrolled in Finnish degree programs.
- Have family members who are citizens of EU/EEA countries or Switzerland.
- Hold one of the following permits:
- EU Blue Card
- Permanent Residence Permit (Type P)
- Continuous Residence Permit in Finland (Type A, excluding student visas).
EU Residence Permit for third-country citizens (Type P-EU)
EU Family Member’s Residence Card in Finland
Brexit Permit.
UK Citizens:
- – UK citizens with a right of residence under the Brexit Withdrawal Agreement are exempt from tuition fees.
- – UK citizens without this residence permit are required to pay tuition fees but can apply for scholarships.
